Office of Admissions
At Penn's Fels Institute of Government, we have been educating students committed to making a difference in the world for more than 75 years. Our approach is distinctive - our small size and unique setting make the Fels program incredibly personal, and our context, analysis, practice-based (CAP) curriculum, taught by practitioners and some of Penn's most distinguished faculty, keeps us closely focused on the tough but critical questions of how to get things done, how to achieve real world results, in challenging political environments.

Graduate Program Overview
Full-Time Master of Public Administration -
The one-year, full-time Master of Public Administration (MPA) degree at the Fels Institute of Government provides the concepts and skills students need to become the public managers and leaders of tomorrow. Driven by our three-pronged approach of context, analysis, and practice, the Fels MPA program admits a small and selective class of students who work closely with Penn faculty and leading policy practitioners to translate their classroom experiences into real-world results. This efficient and effective program is designed to deliver the specialized knowledge, practical experience, and valuable connections students need to achieve their career goals in just one year. The fall term focuses on the core concepts and analytical tools needed for effective public administration. In the spring term, students learn the skills they need to translate knowledge into practical solutions. In the summer, students solve a real-world challenge through their capstone project and work with a career services advisor to identify a summer internship that provides them with additional skills and networking opportunities.
Executive Master of Public Administration -
Administered by the Penn College of Liberal and Professional Studies (LPS), the Fels Executive Master of Public Administration (Executive MPA) program is one of nine LPS graduate professional degree programs. The Fels Executive MPA is the innovative, practitioner-focused Fels MPA degree, designed and delivered by a team of Penn faculty members, resident scholars, and adjunct instructors to meet the needs of mid-career professionals seeking to advance in or enter the public sector. The on-site, online hybrid format of the program offers Executive MPA students the opportunity to complete an Ivy League degree and establish a valuable network, while still working full time in and beyond the Philadelphia region.
